Shearline Effects Continue to Impact Bislig City; Assessments and Monitoring Ongoing
As of 1200H – February 21, 2026
Bislig City – The City Government of Bislig, through the City Disaster Risk Reduction and Management Council (CDRRMC), continues its monitoring, assessment, and response operations following the persistent heavy and intermittent rainfall brought by the prevailing shearline.
Since February 19, 2026, multiple barangays have reported flooding incidents, rising river water levels, and localized landslide risks. Initial incidents were recorded in Mangagoy, Tabon, Comawas, San Roque, and Tumanan, while Barangay San Antonio reported landslide occurrences. Rivers and flood-prone communities across the city remain under close observation.

𝗔𝗳𝗳𝗲𝗰𝘁𝗲𝗱 𝗣𝗼𝗽𝘂𝗹𝗮𝘁𝗶𝗼𝗻
Based on consolidated and validated reports:
Total Affected Families: 8,151 families
Total Affected Persons: 17,260 persons

San Roque – 1,872 families / 7,201 persons affected
Santa Cruz – 319 families / 1,100 persons affected
Comawas – 375 families / 1,497 persons affected
Mone – 395 families / 1,641 persons affected
Mangagoy - 612 families / 2327 persons affected
Tabon – 533 families / 1,782 persons affected
San Isidro – 352 families / 1,076 persons affected
Borboanan – 235 families / 1,058 persons affected
Pamanlinan – 196 families / 710 persons affected
TN: Additional barangays are undergoing verification and validation.

𝗗𝗶𝘀𝗽𝗹𝗮𝗰𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗘𝘃𝗮𝗰𝘂𝗮𝘁𝗶𝗼𝗻
Current displacement data indicates:
610 families displaced (cumulative)
2,497 displaced persons
Activated evacuation centers include barangay halls, gymnasiums, churches, and public schools across affected barangays.

𝗖𝗮𝘀𝘂𝗮𝗹𝘁𝗶𝗲𝘀 𝗮𝗻𝗱 𝗗𝗮𝗺𝗮𝗴𝗲𝘀
No casualties reported (no deaths, injuries, or missing persons)
Initial damage reports include:
1 partially damaged house – Barangay Comawas
1 house affected by landslide – Barangay Tabon (under assessment)
No damaged infrastructures recorded as of this reporting period.

𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗮𝗻𝗱 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀
The City Emergency Operations Center (EOC) remains activated. Rescue units, response teams, and Barangay Disaster Risk Reduction and Management Councils (BDRRMCs) continue field monitoring, evacuation support, and rapid assessments.
The Rapid Damage Assessment and Needs Analysis (RDANA) Team commenced ground assessments on February 21, 2026, and will continue mobilization across the 24 barangays of Bislig City until February 23, 2026, to validate damages, losses, and priority needs.

𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗮𝗳𝗲𝘁𝘆 𝗮𝗻𝗱 𝗔𝗱𝘃𝗶𝘀𝗼𝗿𝘆
Residents, particularly those in flood-prone, riverbank, and landslide-susceptible areas, are strongly advised to remain alert, monitor official advisories, and coordinate with barangay authorities.
The City Government of Bislig assures the public that monitoring, assessment, and response operations remain ongoing.

The Local Government Unit of Bislig City invites all interested and qualified bidders to participate in the public auction of unserviceable properties on an “AS IS – WHERE IS” basis.
Items for bidding include various office and IT equipment, assorted waste materials and scrap metals, artificial grass, tires, and motor batteries. A pre-bidding conference will be conducted on February 19, 2026, at 10:00 AM at the Bislig City Cultural and Sports Center, while the public auction is scheduled on February 24, 2026, at 9:00 AM at the Senior Citizen Conference Room, City Hall.
Interested bidders may secure bid documents from the PDAC Secretariat, General Services Office, City Government Center. Inspection of items is available at the GSO Warehouse and Motorpool.

The City Government of Bislig hereby informs the general public of the approval and implementation of City Ordinance No. 2025-21, otherwise known as the Local Revenue Code of 2025 of Bislig City.
This comprehensive ordinance consolidates, updates, and revises all existing local revenue measures of the city and provides the legal basis for the assessment, imposition, collection, and administration of local taxes, fees, charges, and other impositions pursuant to the Local Government Code of 1991 and other pertinent national laws, rules, and regulations.
The enactment of the Local Revenue Code of 2025 seeks to:

• Enhance the City’s capacity to generate local revenues in a fair and equitable manner
• Ensure transparency, efficiency, and accountability in local taxation and revenue administration
• Rationalize rates of taxes, fees, and charges consistent with prevailing economic conditions
• Provide sustainable funding for essential public services, infrastructure projects, and development programs
• Promote fiscal autonomy and good governance in the City of Bislig

The ordinance applies to all individuals, professionals, business establishments, corporations, and entities engaged in trade, business, or economic activities within the territorial jurisdiction of Bislig City.
All taxpayers, business owners, and concerned stakeholders are strongly advised to review and comply with the provisions of the Local Revenue Code of 2025. Copies of the ordinance are available for reference at the City Treasurer’s Office, Sangguniang Panlungsod, and other concerned offices.
For clarifications and further information, the public may coordinate with the City Treasurer’s Office during regular office hours.
