The 1.8 branch has reached the end of its active development lifecycle. Patches may be committed directly to the server-1.8-branch. If you feel the need to make an additional maintenance release from this branch, please discuss it on the xorg-devel mailing list after making sure it doesn't perform worse than the previous release.
