Bug Description

Having a non-maximized window on the bottom-right of the screen and a menu on the top-left of the screen is insane. To know what menu is from what window, the menu and the window should go together, but they're not going together.

I just had a really cool idea to save vertical space and have a consistent look.

maximized window
window title on top bar, menu on mouse over the window title on top bar

non-maximized window
window title on top of the the window, menu on mouse over the window title on top of the window

summary:	- menu and window... "unit + the menu and window "unit"y is broken
summary:	- the menu and window "unit"y is broken + the menu and window unity is broken

While I disagree with the premise of this bug report, it is not a duplicate of bug 682788. The "Desired change" described there does not distinguish between maximized and unmaximized windows.
