Don't show breach alerts for Monitor or Credential Management users.

As a followup to https://bugzilla.mozilla.org/show_bug.cgi?id=2024187, we'd like to only show the breach alert warning to users who don't have a Monitor account yet (because we'll add functionality specific to them later, so the suggestion for the current implementation is to check Monitor), and who don't have any stored passwords yet (because we also show them breach notifications when their passwords haven't changed since the breach, so they already have some form of breach notifications).

The primary call to action is to get Monitor, which doesn't make
much sense for existing Monitor users. The plan is to add
alerts specific to Monitor users later.

Likewise, users of Credential Manager already indirectly get alerts
when a password they have stored predates a breach. Those alerts would
show up inconsistently with these ones, so to avoid confusion, we only
show those.
