We would say "two thirds".
We use the name of the numeral for the first number and the ordinal form for the second.
3/4 = three fourths
5/8 = five eighths
and so on.
BUT 1/2 = one half

OR
6 out of 10 marraiges end in divorce

It's about the same in English.

x/y would be "x over y," or "x divided by y".

(2x+3)/(x+1) would be "2x+3 over x +1," or "2x+3 divided by x+1".

And as Célinek stated, yes, you can also say "two thirds" or "two out of three" depending on the context.
