Hi. 2010 is pronounced like "two thousand and ten". can I pronounce it like "twenty ten" ?

I'll bet, however, that 2020 will be called twenty-twenty because of the familiarity with visual acuity measurement.

That may well be the case for some BE speakers. The term "twenty ten" would be easily understood by AE speakers. That assumes some context to indicate that one is speaking of a date or year.
It all depends on context. If you say "I will retire in twenty ten", everybody will understand you. But you can never go wrong saying "two thousand and ten" or "two thousand ten".

Well, that depends on the context, too.
20th of October would be a likely candidate, particulary since we heard "nine eleven" so much.
