Does the term a turn over in the context below mean workers are getting fired?

We have been having a turn over with temps because the supervisors have not been satisfied with their work performance.

The term is "turnover." That sentence would make the most sense to me if you said:
"We have been having high (or "a lot of") turnover of temps because..."

the ratio of the number of workers that had to be replaced in a given time period to the average number of workers

In this context, yes, the implication is that people were fired, as the supervisors were not happy with the temps' work.

Still, the term "turnover" does not necessarily mean people were fired. You can have a high turnover if people repeatedly quit a job, as well...

Eclat is correct. The definition of turnover speaks of "replacing" employees. There can be any number of reasons why you need to do so.
