accountability

Here is a paragraph at the end of a study:

Copyright of Accountability in Research: Policies & Quality Assurance is the property of Taylor & Francis Ltd and its content may not be copied or emailed to multiple sites or posted to a listserv without the copyright holder's express written permission. However, users may print, download, or email articles for individual use.

1. I was puzzled by the word "Accountability". As far as I know, it means "responsibility", but it doesn't make sense here. Then how could it be interpreted?
2. "Policies & Quality Assurance" is also puzzling, because the research doesn't seems involving any policy. It is a paper about research integrity.

Anybody be so kind to help me?
Accountability in Research: Policies & Quality Assurance is the title of a book.

I don't know the contents {beyond 'life sciences research'}, but presumably it's about giving proper credit (following proper procedures, including records of what's done) and what should happen if a researcher doesn't do it properly.

Presumably the book is addressed to institutions who are formulating policies about such matters.

The book itself is copyrighted and so what you quote is a warning to people who go beyond 'private use' of its contents.

Yeah, it is a book. So stupid of me.
