One way to achieve flow is by understanding and identifying our strengths and core values, and then begin to use these every day.
Here is the context, which defines how the author is using the word:
12. Get into the Flow
Flow is the form of joy, excitement and happiness that occurs when we are so absorbed in an activity we love that we can loose ourselves and time seems to stand still. What creates flow is unique to each one of us. To find and sustain true happiness in our lives, we must get off the sidelines and get into the flow.

13. Play to Your Strengths

This use of the word flow was coined by psychologist Mihaly Csikszentmihalyi, and further details about its use can be learned by reading his work, in case an even larger context is sought.
In case OP's question is not answered yet:

Here "flow" means a certain mental state, described in 12 above. "Achieve" means accomplish a goal. "To achieve flow" means "to have your mind in the 'flow' mental state".

This isn't a normal meaning of "flow".
