It's an information plackard for an airport, I suppose, so refers to helping people return to their own country for whatever reason. Do you agree with the translation using worthy? (i mean the rest of it?)
If they are returning of their own free will, yes - if it's a Sarko charter, suitable would probably be better. I think it should be "instability" as well
