If I want to say that the emblem of the Red Crescent may be turned to the right or to the left and there are no rules regarding its configuration would it be OK to word it in this way: "the emblem of the Red Crescent on a white background of an arbitrary configuration and orientation"?

"Has no particular" (or "has no specified") would be better than "is of an arbitrary".

Arbitrary includes horns pointing upwards like on the Mauritanian flag, and at any other angle. If it's just unspecified between left-pointing and right-pointing but should be one of those, you need to be more specific.

entangledbank, I am not sure myself whether this emblem may point upwards or downwards. As far as I know, in real life Red Crescent societies it points either to the right or to the left. Perhaps, theoretically, it may point in any direction.
