I am not sure if the phrase "arranged into" is used in reference with "collage" or "metal" here?

It looks like a surreal collage of gnarled wood and rusted metal arranged into environmental puzzles that the player needs to solve to progress.

The sentence is from the description of the game "Samorost 2".

It only makes sense to me if the gnarled wood and rusted metal is/are arranged into puzzles. Collectively these form a collage.

Incidentally, "need" should be "needs", to agree with "player" (singular).
I would prefer "arranged as environmental puzzles" or "arranged in environmental puzzles" to "arranged into environmental puzzles".
