Hi, what is the correct way to ask the ruling about any certain issue? Would it be with How or What?

For example: How is it to slap a policeman?
or
What is it to slap a policeman?

(A person wants to ask the ruling about slapping a policemen.)

As Miguel points out, "ruling" is not used as you have proposed.

What is the penalty/punishment/fine/etc. for slapping a cop?
