A babysitter as she gives a baby to her father:

"Baby's changed."

Is 's here "is" or "has"?

"Is". The verb is change
:to remove and replace the covering or coverings of:to change a bed; to change a baby.
In this case it usually refers to the diapers. The babysitter is saying the Baby is changed where changed is being used as an adjective - it has fresh diapers.
Or more directly:

The baby is changed.
The Baby i's changed.
