Nursing home residents are for senior citizens who are there either because they can no longer take care of themselves - they might have Alzheimer's, or some other illness where they simply wouldn't be able to look after themselves.

I think you could say "be considered" here, but it doesn't sound the best, because there's something about that 'among' that I don't like when you say "to be considered among".
"Be regarded" would not work
Another suggestion to replace "be counted" - "can be included among"
