Well believe it or not this seems to be the NAME of the product. Here's the context:

The name of the machine in question is the "Product Belt Encoder". "Inspect" is used in the imperative form, not as part of the name of the machine, just as the imperative form is used in the sentences following it to "ensure", "verify", and "check" different things.
