When France went from revolution to reaction under Bonaparte, it also went from being an ally of San Domingo's black-led government to being an enemy.

I'd say:

Quand la France passa d'une révolution à une réaction sous Bonaparte, elle s'est avérée aussi être une alliée du gouvernement de San Domingo dirigé par un noir (?) plutôt qu'être une ennemie.

Are we talking about "Santo Domingo" (present-day Dominican Republic) or St.-Domingue, present-day Haiti? Santo Domingo was not officially "black-led" although St.-Domingue/Haiti was, as it soon officially designated itself a "black republic."

I think you changed the meaning of the second clause by 180 degrees. According to the English text, the French government began as a friend of "San Domingo" and became an enemy of same, while the French says the opposite.

As for your actual question, it would be more accurate to say "dirigé par des noirs," though I'll leave it to others to come up with better phrasing. For instance, despite the fact that the president of the U.S. is black, no serious journalist here calls our government "black-led," because the Democrats are not a race-based party, and the leadership does not consist of one individual.
