Though Vescovo’s willingness to collaborate with scientists is admirable, he admits that someone with a private submarine like his could become a β€œBond villain,” capable of disrupting markets for profit or of salvaging lost nuclear weaponry.

I understand 'Bond villain' as a villain whose name is Bond.
But isn't Bond a good guy,a positive character in movies and so he's not a villain ? It sounds contradictory to me.
No. A Bond villain is a villain in a Bond movie. The beautiful women in the movies are called Bond girls.
A 'Bond villain' is not James Bond himself; rather, it is the villain in a James Bond film against whom James Bond struggles for the duration of the film. For example, Blofeld is the Bond villain in Spectre and many other Bond films.
