Following paragraph is from the novel 'slaughterhouse-five'.

An idiotic Englishman, who had lost all his teeth somewhere had his souvenir in a canvas bag.
The bag was resting on my insteps. He would peek into the bag every now and then,

1) He is swinging the bag up and down above my insteps, hitting on my insteps repeatedly.
2) He is swinging the bag up and down above my insteps, not hitting on my insteps.
3) Both 1), 2) are possible according to context.
