Hi,

What does "build on air" mean?
Here is the sentence: "We never dreamt of the Balfour Declaration; to be quite frank, it came to us overnight... The Balfour Declaration of 1917 was built on air".

I didn't catch the meaning of the phrase: "built on air".
It was built without solid foundations or proper preparation. This is a continuation of the idea from the previous sentence that the Balfour Declaration was created spontaneously.
