It seems to me that "imputation" is not being correctly used in this sentence. It may be that the word should have been "implication". To impute is to represent that something has been done, caused or possessed by someone, which doesn't seem to make sense in your text. "By implication" means that something has not been expressly stated, but the meaning has nonetheless been conveyed.
