commission's payment to the... (ones who gain clients?)...

Hmm, I'm not sure about that one! A headhunting company does have clients - they look for personnel for (quite often) high profile companies who don't wish to do the initial interviews.
If I understand you correctly the captador's job is to get clients, so he/she is cold calling?

Exactly, a headhunter recruits "high quality" staff. A "captador" looks for clients; i did not understand you last question...do you mean the translation is "calling"??
