The same document: is the translation for "cash manager" still бухгалтер or is there something else?

"Cash manager" is too vague a term to give an exact translation. Could you tell us exactly what this person does? Collect cash? Keep accounts?

Cash manager is responsible for the schedule of payments. He/she knows when the company's debts will mature and when the company will receive money for its services. He/she makes sure that the company always has enough money (both cash and on bank accounts) to meet its contractual obligations, but not too much money because idle money does not earn anything. When more money is needed than the company has, the cash managers procures some bridging loans. When the company has too much money, the cash manager tries to deposit it on an interest-bearing account (from which funds cannot be withdrawn at sight). And so on.

"Financial manager" is a tad too broad. Try to come up with something with "наличность".

But the chief financial officer in a company would rather be called финансовый директор, I think.

If this is an accountant, no. Cash manager makes decisions. It is not a person that merely keeps track of flows of assets and liabilities.

I would go with financial manager if no better (narrower) term is available.

Never heard anything like финансовый менеджер in my life, to say the truth. I would translate "cash manager" as финансовый директор.
Финансовый менеджер is actually a fairly popular term (just try googling it). I am blissfully ignorant about most things concerning economics and management but after a short search I've found this article that can help laymen understand the difference between главный бухгалтер, финансовый менеджер and финансовый директор. Perhaps it'll help S_C make her choice.

I'll also add some more translations I have found on the Net:

управляющий денежными средствами
менеджер/специалист по кассовым операциям
специалист по управлению денежными потоками
экономист-аналитик

All of those are more specific than "financial manager" but unfortunately I have no idea if they are suitable.
