At risk of sounding sarcastic, someone who collects things!

A collector is someone who, over time, builds up a large selection (a collection) of related items that hold particular worth, either monetary or personal - se timentality, for example.

Collectors, as a term, often refers to people of wealth who collect cars, art, and other relatively expensive items. I think that is suggested here: that the eyeshadow palettes (artwork) are valuable and prestigious.

Frankly, cosmetics brands are some of the worst offenders when it comes to over-hyping their products with mumbo-jumbo language.
