Hi, can someone let me know what 'confer upon' means here?

I know confer means 'to discuss or 'to bestow', but none of them seems to be right here.

Specifically, the "bestow" one. The phrase "bestow upon" is common.

To say "discuss with" people say "confer with".
I find the sentence confusing. What's the object of "confer"?
