What is meant by 'considered judgment' in this phrase:
By intervening only at extremes, the central bank could help chase away speculative flows that take the currency, in its considered judgment, beyond fundamentally driven levels.

The phrase comes from a news item about the strong level of the Canadian Dollar and the possible action by the Bank of Canada.
