Hi, When using the Spanish for "was considered" do we use "Ser" or "Estar"

Historicamente los toros ...

Eran considerados
Estaban considerados
Fueron considerados

como un simbolo de fortaleza.....
I think we can use both but with a different meaning:

If you say "Historicamente los toros fueron considerados un símbolo de fortaleza" it has the meaning that althoug bulls were considered a symbol of strengh they are not considered like this any more.

But saying "Historicamente los toros eran considerados un símbolo de fortaleza" you are just giving information about the past, and bulls can be considered a symbol of strength nowadays as well.

I do not know if I am explained myself, but I think that is the difference between both phrases.
