Is it constitute of or by or from?

Networks are institutional arrangements constitute of independent, but related actors, which display a particular logic of exchange

Thanks

PS- forse รจ constituted (from?) or formed (by?)??
It has to be used the other way around. "Independent actors constitute the networks."
If you want to keep the sentence in that particular order, you can say:
"Networks are institutional arrangements made up of/consisting of independent...."
