Hi,

The core elements of corporate compliance are very clear and they are also reflected in the ISO 37001 standards on antibribery management systems. Thus this leadership commitment is very clear but if the leadership is cynical about it, nothing will happen.

What could "cynical" mean in this context?

I think the idea here is "contemptuously distrustful of human nature and motives" or "based on or reflecting a belief that human conduct is motivated primarily by self-interest."

Definition of CYNICAL

In other words, if the leadership doesn't act as if ethical behavior is important, nothing will happen.
