I believe a DA is a District Attorney - in America. Whether it's what is meant in this rather stylised sentence is another question. I can only assume it is.

In BE, a DA is a style of haircut. 👁 Eek! :eek:

In case it hasn't been made clear, DAs does mean "district attorneys" here. It's a very common abbreviation on this side of the Atlantic - very common indeed.
