How do they decide unusual cases?

Does it mean determine or solve? A dictionary says both are possible.

What does this mean? What are 'unusual cases' and what do scientists actually do with or to them?
That's what I am trying to find out. Thr nature of the unusual cases is of no relevance to the matter at hand. But what decide means is important. If it means determine then we have Scientists determine unusual cases. If it means solve, then they solve them.

There's no use in pontificating on the definition of what an unusual case might mean. It's of the secondary importance. The point is there are usual and unusual cases. And the question is, what does Decide unusual cases mean? Does it mean to determine (identify) them that is to label them as unusaul or to solve them as Holmes used to solve his cases.

Exactly. What do you want it to mean? You wrote the sentence so you should know what these scientists are actually doing. If we knew that, we could give you a more idiomatic and understandable way of describing what's going on.

No. I don't have to know what they are doing. I am not a scientist. I don't think you have to be a mechanic in order to drive a car. I was right on my assumption.
In my opinion it suggests that the scientists first have to decide which the unusual cases are (in other words, identify them) and having done that, they then have to decide what to do about them.
