Prison Break TV series (S1 E5): Two lawyers take a tape of Lincoln (a prisoner) that shows he has murdered a man to an expert and ask him if he can tell whether the tape might've been doctored. The expert watches that and says: ''It's a top dollar job. .''

What does he mean by ''Definitive cuts'' here?
By "cuts", he mans "edits" or "changes".

By "definitive", he seems to mean "significant" or "effective".
Edition: Two lawyers take a tape of Lincoln (a prisoner) that shows he has murdered a man to an expert and ask him if he can tell whether the tape might've been doctored. One of them asks the expert: ''You see anything? ? Any place that proves the tape might've been doctored?''

It is possible that he meant "definite cuts", i.e. it is certain that there are cuts.

The thing that's puzzling me is that the speaker of the sentence has changed in my ''edition post'' (#3). I'm willing to know if the meaning changes or not.
No, the meaning doesn't change.

Hildy may be right about that this was a typo. However, I think 'definitive' meaning may be this one from our Collins Concise English Dictionary:

adj
  1. serving to decide or settle finally; conclusive

This is approximately the same meaning Barque suggested above, but perhaps stated in a way that makes it easier to relate to the context. The detective wants to know whether there are any cuts that prove conclusively that the tape was doctored. (This would be opposed to things in the tape that may be cuts, or may simply be shifts in the focus, for instance.)
