In general, they are stores selling the fashions and products of designers or design houses: Jean Paul Gaultier, Giorgio Armani, Nina Ricci, Sonia Rykiel, and the like. Here is a Wikipedia list of fashion designers you can use for your next shopping trip.

It sounds normal to me. It should mean the same thing that designer store does.
