develop a shell

In an interview with Opera, Governor Christie said he used be hurt by people making fun of his obesity when he was young

but having heard that over and over, he said, he eventually about it.


Is "develop a shell" a common expression and would there be any other alternative expressions to that?

A 'shell' is a means of protecting oneself or shielding oneself from attack or hurt. It is a well used and understood phrase. Yes, there are other ways to say it.
I agree with pops. If I were Gov. Christie, I might have said: ... I developed a shell to deflect it. I don't care for the use of "about it" in his sentence.

Other ways I might say it:
... developed an immunity to it.
... learned to disregard it.
