Here's another English shipping term that makes me puzzled: "dock cut-offs".
Context: "There are also a few days prior getting the container to dock and dock cut-offs etc."

A cut-off seems to be a cut-off point: that is, the day or time by which something must be done or some rule observed.
These evidently differ from one port to another.

My guess would also be a deadline. As I read it, and this is just an educated guess, the container must arrive at the dock a set period of time prior to the scheduled sailing of the vessel. If this cut-off is missed the consignment will not be accepted for loading.
