Hello to everyone! I should want to ask your help in understanding the usage of "does" in the following sentence:
"While population ecology does emphasize organizatinal inertia, it clearly misses the point in terms of the extreme form of inertia prevailing in China" (quoted from an article of Shenkar and von Glinow, edited on Management Science Vol.40, n. 1, which explains the difficulty to apply the well-known organizational and economic theories to Chinese environment)
The thing I don't understand here is: why the author used the modal verb?
