double negation

Hi,

Please advise, I am translating double negation "it cannot not refer" which means that "the Ministry should also refer to the fact" or "the Ministry should not disregard the fact" or "the Ministry must admit".

Is the underlined phrase ok?

Translation:
Despite the fact that the Ministry does not dispute the fact that water is goods, also the fact that in accordance with authorization in Article 114 (1) of the Treaty on the Functioning of the European Union no measures were adopted for the approximation of the provisions laid down by law which would have as their object the establishment and functioning of the water market.

In simple words:
Despite the Ministry confirms that water is goods, it must admit that no approximation measures for water trading were adopted.

"It cannot not refer" is extremely awkward. I would say something like "it cannot fail to admit the fact..."

I agree with Newt. But please note that English is not math and a double negative does not always behave as a mathematical equation. A double negative might give a slightly nuanced meaning to a sentence.
