I can't find this word in any dictionary. Here is the part of the article in which i've found this word:

It is used in the US as well...regularly in written informal such as blogs or op-eds.

In this context is an expression that could be replaced by, "sheesh" or "woof." However, the meaning is something like, "that which I just said is really annoying...no I mean really annoying."
