the sentence is:
"He identifies the methods by which institutions enact this control as externel, internal, and enunciative."

In this sentence "enact" means to put into effect, to enforce, to establish.

I read the following sentence in Cambridge.dictionary.org and it was in 2012:

The stories are enacted using music, dance and mime.

I wonder if it should be “….enacted by using….” here.
