excessive emissions to the atmosphere

I'm writing about a company that was ordered to suspend its operations:


(...) The decision followed an audit which identified violations of maximum oil and lubricant releases from the plant, excessive emissions to the atmosphere, and failure to submit required monitoring reports.

I don't know what exactly was emitted to the atmosphere. Does the part in bold look strangely vague?

It doesn't say what the emissions were, but this is not particularly strange given that this is a summary. There are probably pages and pages of limits of different substances, and the company probably exceeded more than one limit.
