Do you mean like AE quite or BE quite?
There can be a very big difference - see AE/BE "quite" That was quite good.

I ask because in this sentence fairly means quite (BE), and in post #1 you say "Maybe it means quite, completely?" - which is quite (AE).

Thanks. I ean quite like - I go to our capital quite seldom. I think that the author want to say that they really were in static defence at that moment.
