Hi,
The following words is an excerpt from times. what does "free up" mean basically and what does it mean here? Does the "separate" here mean "Existing as an independent entity"(I got it from a dictionary popular in China.)? Does the last sentence mean"since $100billion is given to the companies, there is less for the bailout plan to do other things." Thanks.


The companies have a lot of money; Congress authorized Treasury to lend them as much as $100 billion each as part of the rescue plan created for them. That could free up money in the separate $700 billion bailout plan for injecting capital directly into the banks.
