Hi guys,

I read that "period" is American while "full stop" is British. What about the following?

When reading a telegram or similar message (for example, a coded message) where each word matters, people say "stop" for each period, then say "full stop" for the final period that ends the message. This is especially common in the military.

Your example uses "full stop" after "NEVER" to add emphasis. He is saying the word NEVER ends the message. There is nothing more to say. There is no "if", no "maybe", no "usually", no special situations, no exceptions. Never.
