fundamento

Good morning,

I'm trying to translate the following sentence and I have got some doubts, specially with the word "fundamento":

"Esta es la diferencia de un estado consolidado en el que rige el imperio de la ley y el orden que sirve de fundamento al sistema internacional".

My try:
"This is the difference regarding a consolidated state where the law and order that serve as a basis/groundwork to the international system is applied".

Can anyone improve my English, please?

"....and serves as a foundation to the international system".

I probably would say something like: "This is the difference from a consolidated state where a regime of law and order exists that can serve as the foundation for the international system."
