grant conacre

Hello forum !
Who can explain what is this "grant conacre" ?
My context is :
"The cottier or labourer class were most affected by the famine, and farmers in the post-famine periode were loath to permit labourers to impinge on their holdings (grant conacre), in many instances a reaction to the rates bills of the famine years, when farmers were burdend with the upkeep of labourers."

I understant that farmers were not pleased that labourers could come on their lands, but why ? Were they obliged to because of this "grant conacre" ?

I am a bit lost.... 👁 Confused
Thank you !
"Conacre" means rental of part of a field to grow a single crop. Frankly, I'd never come across the word before your question, and I had to look it up!

The phrase in parentheses "(grant conacre)" is thus a clarification of the earlier phrase "to impinge on their holdings": The farmers didn't want to rent any land to allow the laborers to grow food for themselves. The writer should have included "to" before "grant." Maybe the rates bills had required the farmers to do this during the famine.
