Where is it in use with that meaning? city/state (you've heard it or learned it)
Well, I'm from Lancashire in the northwest of England and it's definitely in use here. (I was being ironic when I said the One True Meaning.)
OxfordDictionariesOnline have this:

  • Scottish An unpleasant smell.
  • Origin Early 19th century (in the sense ‘puff, whiff of a bad smell’): imitative.
The only systematic and thoroughish attempt to collect British regionalisms under one roof is the Survey of English Dialects (SED), which was carried out in the middle of the old century by Leeds University, and which (as far as I can remember) covered England, and which (as far as I know) isn't available in any form on th'internet👁 Frown :(


Meanwhile I found guff in The Cassell Dictionary of Slang:
guff n.² [20th C] a fart [dial. guff, an offensive smell]
