My sacking is a part of his harassment program, but not for any sensible purpose or to promote the objectives of the firm. If you note what he has done to me in the form of memoes, charge sheets, fines and censures, all for trivial reasons, one can understand that he has been chasing me for satisfying his desire to punish me.

Is harassment program an idiom? ( It is the conduct of a sadist superior who derives pleasure from seeing others in pain.)

The use of the term 'program' suggests a prolonged, deliberate and targeted campaign of harassment against this particular employee. I wouldn't call it an idiom - rather the product of the author's description.
Can you please suggest an idiomatic phrase for it?
I think I'd probably use cropje_jnr's phrase "campaign of harassment".


(By the way, "an idiom" and "idiomatic" have different meanings. Your "harassment program" is idiomatic, but it's not an idiom.)
