The following sentence is cited from a textbook for English learners:
Howard Carter, perhaps the most famous archaeologist of all time, started out as an artist, and in 1891, he went to Egypt to paint the pyramids. However, he soon became Head Inspector of Upper Egypt Monuments.
What does head inspector mean?
Definition of "head" from dictionary.com:

4. the position or place of leadership, greatest authority, or honor.

5. a person to whom others are subordinate, as the director of an institution or the manager of a department; leader or chief.
In this case, it is a job title. The Head Inspector is the most senior Inspector and may supervise other Inspectors. (Carter's title is also often given in English as Chief Inspector.) "Inspector" is also often a rank in the police force: above sergeant, below superintendent.
