what is the meaning of ''high up'' in the sentence?
The words have their usual meaning, ullas84. What is confusing you?
He is already on the top of the rick ,there is no higher point to thatching high up

Where he is now is both "high" and "up". It doesn't mean "higher".
He climbed the ladder to get there, so he is high up on the hayrick, or is able to reach the top. There is no suggestion of a "higher point."
You can be on top of something without being high up on it. You can also be high up on something (such as high up on a mountain, or high up on a hill) without being at the single highest point.

If the man in the center steps off the ladder, he will be on top of the rick, but he will not be high up on the rick. The man on the right is already on top of the rick. He is high up on the rick, but he is also not at the highest point.
