If someone is extremely energetic and can't stand sitting down for a long time, can I say he is hyperactive/ has hyperactivity?

I wonder if "hyperactive/hyperactivity" only applies to people who have mental diseases.

Attention-deficit hyperactivity disorder (ADHD) is a medical diagnosis of a condition found predominantly in young children; it's not a "mental disease".

Given that fact, I would not use the word "hyperactive" to label someone such as you describe or say that he or she "has hyperactivity". I'd say that the person doesn't like inactivity and likes to be on the move.

This is confusing me too. Do we use "hyperactive" to describe a child who is suffering from this disorder or can we use it to refer to overly active children who don't necessarily suffer from this disorder and they just need some discipline?

Some people would and some people wouldn't. A lot of the words to describe different situations/conditions have changed over the years. Some people still use the older words and some use the newer words. Plus, some people think certain things are medical conditions and others disagree. There really is not one answer.
